Position Title: Planning Senior Expert
Job Summary
We are seeking a highly skilled Planning Senior Expert to lead and oversee strategic planning, operational planning, governance, and performance management initiatives. The ideal candidate will have extensive experience managing complex planning functions, executive reporting, KPI frameworks, and stakeholder coordination within government or large-scale enterprise environments.
Key Responsibilities
<ul>
<li>Lead enterprise-wide strategic and operational planning initiatives.</li>
<li>Develop and implement planning frameworks, governance models, and performance management processes.</li>
<li>Oversee KPI tracking, executive dashboards, forecasting, and reporting activities.</li>
<li>Provide strategic recommendations and planning insights to senior leadership.</li>
<li>Ensure alignment between organizational strategy, projects, and operational objectives.</li>
<li>Monitor planning risks, dependencies, and performance indicators across programs and initiatives.</li>
<li>Coordinate with executive stakeholders, departments, and external entities on planning activities.</li>
<li>Support transformation programs, policy development, and process optimization initiatives.</li>
<li>Ensure compliance with organizational standards and government regulations.</li>
<li>Mentor and guide planning teams while driving continuous improvement initiatives.</li>

Requirements
<ul>
<li>Bachelor’s degree in Business Administration, Management, Engineering, Finance, or a related field.</li>
<li>Extensive experience in strategic planning, PMO, governance, or performance management.</li>
<li>Strong leadership, analytical, and stakeholder management skills.</li>
<li>Advanced proficiency in reporting tools, dashboards, Excel, and PowerPoint.</li>
<li>Ability to manage high-level planning activities and executive communications.</li>
<li>Strong presentation, communication, and decision-making capabilities.</li>
</ul>
Preferred Qualifications
<ul>
<li>Mandatory local experience with government exposure.</li>
<li>Arabic Speaker preferred/mandatory.</li>
<li>Relevant professional certifications are preferred.</li>
<li>Experience working within government entities, large transformation programs, or public-sector organizations is highly preferred.</li>
<li>PMP, PMI-PBA, CBAP, or equivalent certifications are an advantage.</li>
</ul>
Experience Required
<ul>
<li>10–15 years of relevant experience in planning, strategic planning, PMO, governance, or performance management.</li>
<li>Proven experience leading large-scale planning initiatives and managing executive stakeholder relationships.</li>
<li>Strong background in KPI management, forecasting, reporting, governance, and organizational planning.</li>
